Mukhtar Kul-Mukhammed
Mukhtar Abraruly Kul-Mukhammed (Kazakh: Мұхтар Абрарұлы Құл-Мұхаммед, مختار قل محمد, Mūhtar Abrarūly Qūl-Mūhammed, [mo̙χtɑr ɑbrɑro̙ɫə qo̙ɫ mo̙χɑmʲed]; born 12 December 1960) is a Kazakh statesman and politician, Deputy of the Senate of the Parliament of the Republic of Kazakhstan, Candidate of Historical Sciences (1995), Doctor of Law (1999), Professor, Member of the National Academy of Sciences of the Republic of Kazakhstan.

Biography
Born in Tacheng, China. In 1961, Kul-Mukhammed’s family returned to their historical homeland of Kazakhstan, to the village of Makanchi, Makanchi district, Semipalatinsk region (now Makanchi village, Urdzhar district, Abay region). Descended from a khoja stem.
In 1982, he graduated from Kirov Kazakh State University.
From 1983 to 1992, he was a Science Editor, Senior Science Editor, Head of the Editorial Office of Philosophy, Law and Sociology, Executive Secretary/Deputy Editor-in-Chief of the Main Editorial Office of the Kazakh Soviet Encyclopedia (Almaty).
From 1992 to 1999, he was the Director of Atamura small enterprise; Chairperson of Atamura CJSC; and President of Atamura Corporation (Almaty).
From 1994 to 1999, he worked part-time (Senior Lecturer, Associate Professor, Acting Professor) at Kazakh State University (Almaty).
In 1995, he defended his Candidate’s thesis in history titled: Issues of socio-political history of Kazakhstan in the 18th and early 19th centuries (based on the materials from Russian pre-revolutionary encyclopedias).
In 1999, he defended his doctoral dissertation in law titled: Zhakyp Akpayev and the evolution of political and legal views of Alash actors (late 19th – early 20th centuries).
From 1999 to 2001, he was a deputy of the Senate of the Parliament of Kazakhstan, Secretary of the Senate Committee on Legislation and Judicial and Legal Reform, Chairperson of the Senate Committee on Social and Cultural Development.
In 2001, by the decision of the Presidium of the Higher Attestation Commission of the Republic of Kazakhstan of May 31, 2001, he was awarded the academic title of Professor of Law.
From 2001 to 2003, he was Minister of Culture, Information and Public Consent of the Republic of Kazakhstan.
From 2003 to 2006, he was Press Secretary, Advisor to the President of the Republic of Kazakhstan.
From 2006 to 2007, Deputy Head of the Presidential Administration of the Republic of Kazakhstan/Press Secretary to the President of the Republic of Kazakhstan.
From 2007 to 2008, Akim of Kyzylorda region.
At the same time, in March 2008, he was appointed Special Representative of the President of the Republic of Kazakhstan at the Baikonur Complex.
From 2008 to 2010, he was Minister of Culture and Information of the Republic of Kazakhstan.
From 2010 to 2012, he was Minister of Culture of the Republic of Kazakhstan.
From 2012 to 2013, he was State Secretary of the Republic of Kazakhstan.
From 2013 to 2014, he was Minister of Culture and Information of the Republic of Kazakhstan.
From 2014 to 2016, he was Advisor to the President of the Republic of Kazakhstan.
From 2016 to 2018, First Deputy Chairperson of the Nur Otan Party.
On February 1, 2018, he was appointed a deputy of the Senate of the Parliament of the Republic of Kazakhstan by a decree of the President of the Republic of Kazakhstan.
On March 28, 2019, he was elected Chairperson of the Committee on International Relations, Defense and Security of the Senate of the Parliament of the Republic of Kazakhstan.
