Andriy Pavelko

Andriy Vasylyovych Pavelko (Ukrainian: Андрій Васильович Павелко, romanized: Andriy Vasylyovych Pavelko; born 7 October 1975) is a Ukrainian politician and sports functionary.

On 6 March 2015, he was elected as president of the Football Federation of Ukraine and officially replaced Anatoliy Konkov. Pavelko was already in charge as its acting president since 23 January 2015. In May 2019, he changed the federation's name to "Ukrainian Association of Football". On June 16, 2023, the Lviv Court confirmed the prosecutor's charges of Pavelko's fraud and embezzlement of UAH 26.5 million. According to the court's decision, Pavelko was taken into custody and sent to a pre-trial detention center for 60 days without the possibility of bail.[4]

Political career

Following the 2010 Ukrainian local elections, he was elected as a deputy of the Dnipropetrovsk City Council as number one on the list of the Front of Change, and was a member of the team.[5] He also unsuccessfully ran for the post of Dnipropetrovsk city mayor from the Front of Change.[5] He headed the Dnipropetrovsk branch of Front of Change from 2009 to 2012.[5]

Pavelko was placed at number 29 on the electoral list of Batkivshchyna during the 2012 Ukrainian parliamentary election.[5]

In October 2013 Pavelko was expelled from the Batkivshchyna parliamentary faction for "not sharing the position of the faction on key issues."[6] Pavelko did not join another faction.[5] Late 2013 he became the leader of the political team All-Ukrainian Union "Democrats".[5]

In the 2014 Ukrainian parliamentary election Pavelko was re-elected to parliament after being number 33 on the electoral list of Petro Poroshenko Bloc.[5] In February 2019 his vote was registered in parliament while he was in Italy attending UEFA's 43rd congress.[7]

Pavelko did not take part in the 2019 Ukrainian parliamentary election.[5]

Scandals

Pavelko was suspected of abuse in the construction of artificial football mini-fields; in June 2018, the NABU opened a corresponding proceeding. Initiatives of the Future LLC, whose activities are associated with the Surkis brothers, was the applicant in the proceedings. In January 2022, the SAPO stated that no evidence of Pavelko's guilt had been established. The case was transferred to the National Police.[8][9]

In 2020, the Verkhovna Rada formed a temporary investigative commission to investigate the construction of artificial football mini-fields; after the commission began its work, seven criminal proceedings were opened in Ukraine, and other cases were opened in Germany, Switzerland, and Cyprus. In 2020, representatives of the NABU, the PGO, and the National Police announced that there were no criminal proceedings against Pavelko.[10][11]

In November 2020, MPs refused to vote for the extension of the Provisional Investigation Commission work. The commission's interim findings indicated a lack of evidence against the UAF leadership.[12][13]

On November 29, 2022, the Pechersk Court ordered the arrest of Pavelko and UAF Secretary General Yuriy Zapisotskyi for two months with bail of UAH 9.88 million, but he was released shortly after posting bail.[14][15]

In February 2023 Pavelko was suspended for a month by court as president of the Football Federation of Ukraine for possible corruption of the federation during the construction of football fields.[16][17] In February 2023, the Pechersk District Court of Kyiv suspended the President of the Ukrainian Football Association, Andriy Pavelko, until March 17 in connection with corruption and embezzlement charges.[18]

On June 16, 2023, the Shevchenkivsky District Court of Lviv decided to arrest UAF President Andriy Pavelko and send him to a pre-trial detention center for 60 days.[4]

In July 2023, the Court of Appeal did not grant Andriy Pavelko's request to change the preventive measure.[19]

Achievement

During the period of his leadership of the Ukrainian Football Association, several positive developments have taken place in national football. In 2019, Ukraine's national team won in ten matches, including in eight matches of the Euro 2020 qualifying cycle.[20] The Ukraine national team reached the 2020 UEFA European Football Championship.[21] In addition, the U-20 youth team, led by Oleksandr Petrakov, won the World Cup.[22]

Anti-corruption law

While serving as Ukrainian MP, Pavelko initiated law No.743-VIII "On the prevention of corruption offences influence on the results of sporting competitions". The Parliament passed the law in November 2015.[23]
