An uploader can upload images and other files into Wikibooks. Users without the uploader flag can upload this content to Commons. Commons is best place for files, as they can then be shared across all Wikimedia projects and the editors and administrators at Commons are very experienced in ensuring that content complies with the Wikimedia policies (for example, by being correctly licensed). However, Commons only hosts free content. In limited cases, books may make fair use of non-free media, and these files then need to be uploaded directly to Wikibooks via Special:Upload.
If you need to upload non-free content on a regular basis then please make a request at Wikibooks:Requests for permissions. If you only need one or two files uploaded, this can be requested at Wikibooks:Requests for import.
