Irek Yalalov

Irek Ishmukhametovich Yalalov (Bashkir: Ирек Ишмөхәмәт улы Ялалов, Russian: Ирек Ишмухаметович Ялалов; born on 27 January 1961) is a Russian politician who serves as Russian Federation Senator from Bashkortostan since 2018.[1] Yalalov served as Mayor of Ufa from 2012 to 2018 and Minister of Housing and Communal Services of Bashkortostan from 2010 to 2011. Prior to that, he was a local politician.

Biography

Irek Yalalov was born in Ufa on 27 January 1961.[2] He is an ethnic Bashkir. He is married and has two children.

Yalalov became acting Mayor of Ufa in 2011 and took over the position on a permanent basis in 2012.[3] As Mayor, he was praised for an improvement in infrastructure, improving the condition of the city's most notable park, helping increase investments in the city and introducing bike lanes on roads. However, he was criticised for failing to ensure snow was removed from roads, poor responses to floodding and not engaging with grassroots activists.[4][5][6][7][8]

On 29 September 2018, Yalalov was appointed member of the Federation Council from his republic by the State Assembly.[9]

Yalalov is a member of the ruling United Russia party. Following the 2022 Russian invasion of Ukraine, he was placed on the United Kingdom's sanction list.[10]

Criticism

Under Yalalov, 11 trolleybus routes were closed (more than half).[11][12]

Irek Yalalov proposed to abandon the use of studded tires in the city, even in winter, arguing that the studded tires spoil the asphalt.[13]

Irek Yalalov criticized the quality of road works: works of unsatisfactory quality will not be paid for by the administration, and cases of signing acts on the acceptance of marriage should be regarded as a corrupt element in the work of their subordinates.[14] However, the control mechanisms in Ufa were never implemented, the pavement quality control laboratory and the examination process at the stages of production, transportation and asphalt laying remained only on paper.

Municipalities of Ufa were laying sidewalks from a coarse-grained mixture; but despite the fact that the top layer of sidewalks must be free of particles with a diameter of more than 10 mm.
