USAGE:
IN-DIR dir block
DESCRIPTION:
Evaluate a block while in a directory.
IN-DIR is a function value.
ARGUMENTS:
- dir -- Directory to change to (changed back after) (Type: file)
- block -- Block to evaluate (Type: block)
