A court-bouillon is an aromatic liquid in which meat, fish, or vegetables may be cooked.
The simplest form is salted water. Normally, however, a court-bouillon consists of water flavoured with herbs, spices, wine, lemon juice, shallots, etc. The liquid is usually allowed to simmer for a while to concentrate the flavours before the item to be cooked is added.
